That's one way of acquiring skills. The main other way is finding a Skill Trainer with the skill(s) you want and purchasing it from the NPC xx gold + 1 Skill Point.

War -500g or so?
Rit - 800g
Monk - 800g

Gifts of the Traveller - 4k - 5k

the original way to learn skills is from skill trainers, and capturing from bosses. thats how people did it back in the day when there were no tomes. nowadays though, most people use tomes because its easier and/or cheaper.

Tome Pricing link http://www.guildwarsguru.com/forum/t...tml?t=10405130
Prices stay fairly stable, except immediately after skill changes.

Capturing elite skills from bosses is by far the easiest way...

Although, due to the low prices of Assassin elite tomes I would suggest you buy those to save yourself the (small) trouble of going and capping them.

But yeah...capturing elite skills is probably the easiest way to unlock them. That way, you also work towards the titles.

Tome-ing elites also advances your Skill Hunter titles.

It's much cheaper to by signets of capture (up to 1kea) and going out and capping elite skills from bosses. This link should help you sort out the whole Elite skill system:
